Interested in presenting at the 2023 Telemental Health Summit?

The 2023 Summit will be held from March 20-22, 2023. The submission of a proposal does not guarantee its acceptance. TCI's Summit Committee will review all proposals and inform you of their decision.

Application Requirements

This proposal must be submitted by November 30th, 2022 and the remaining course content must be submitted by December 31st, 2022.

  • The course must be related to telemental health
  • Required proposal materials include:
    • Call for proposal form
    • A short video recording of your presentation style (a file or link)
    • The course title, description, learning objectives, and citations
  • Required information if your proposal is accepted:
    • Your headshot and resume (or curriculum vitae)
    • Course content (slides or text) to be reviewed by TCI’s CE advisory team (slides must use TCI’s background brand template, which will be provided)
    • Post-test questions for the course
    • A brief tech-check video meeting with TCI staff
    • A short (30-second) promo video for the course

Description: The effects of a substance use disorder (SUD) are felt by the entire family (Lander, Howsare, & Byrne 2013). Substance use disorders (SUDs) are associated with many areas of a person’s life including medical, psychiatric, psychological, spiritual, economic, social, family, and legal problems. These problems can generate a considerable burden for the affected individuals, their families, and society (Daley, 2013). This workshop will address the effects of SUDs on the family system, including how to engage families in a tele-health setting.. In this training we will also address family intervention techniques provided both on-site and virtually for clients with SUDs and their families. Family systems theory and attachment theory are theoretical models that provide a framework for understanding how SUDs affect the family (Birkeland, 2021). We will explore these theories and how with the utilization of tele-health we can incorporate how to move families through the stages of change in their recovery process.

Learning Objectives: 

Participants will be able to immediately apply practical methods to help clients:

  1. Explain the family system model and strategies for engaging families in SUD treatment.
  2. Describe educational areas that families can benefit from as it pertains to SUD and how to offer the services in person or on tele-health.
  3. List the steps to a stage family intervention for a loved one suffering from SUD.
  4. Use theoretical techniques when working with families with SUD.

Instructor: Martina Moore, Ph.D., LPCC-S, LICDC-CS, CEAP, SAP


Dr. Martina S. Moore has been providing consulting, counseling, supervision, professional trainings, and development services to others and to organizations for over 25 years. She holds a Ph.D. in counseling, education, and supervision, with a concentration in organizational consulting. Dr. Moore owns a behavioral health outpatient agency that specializes in offering employee assistance programs (EAP) to organizations and outpatient behavioral health services to individuals and families.

Dr. Moore, along with her team, provides behavioral health services to over 10,000 lives per year, She and her team also provide mediations/conflict resolution sessions for organizations and their teams. Over the past 23 years, the team at MCMS has successfully facilitated over 1500 hours of mediation. Dr. Moore is also a professional interventionist, traveling over the country assisting families with successful interventions with a loved one who is suffering from the disease of addiction.

Dr. Moore is also a professor at John Carroll University in the Clinical Mental Health Counseling Program. In her role at John Carroll, she also teaches and advises master level students. Dr. Moore has traveled to several countries teaching best practices in behavioral health counseling, including Ho Chi Minh City, Vietnam and Tanzania, Africa.

Dr. Martina Moore is the immediate Past President of the Ohio Counseling Association (OCA), the current President of the Ohio Substance Use Disorders Professionals (OSUDP) and the current President-Elect of International Association of Marriage and Family Counselors (IAMFC). She is also the past President of the Association of Humanistic Counselors (AHC).

Dr. Moore has also received many awards and recognition for her service. In 2015, she received the Progressive Female Entrepreneur Award from Smart Business Magazine. In 2016, she received the Community Service Pillar Award from Medical Mutual of Ohio. Dr. Moore was also recognized as the 2017 Businessperson of the Year by the Euclid Chamber of Commerce. Then she was featured in the Women for Economic Leadership Development 2019 WELDing the Way calendar, which highlights high impact women leaders in the Northeast, Ohio area.

Dr. Martina S. Moore’s goal is to serve others by promoting a greater awareness, advocacy and understanding of behavioral health disorders that impact organizations, individuals, and families.

March 22nd Session One Option One: Anti-Racist Telehealth Practices for Racial/Ethnic Trauma Healing

Title: Anti-Racist Telehealth Practices for Racial/Ethnic Trauma Healing

Description: The goal of this presentation is to deepen the participants’ understanding of the experience of Racial/Ethnic Stress and Trauma of clients who identify as Black, Indigenous, and People of Color (BIPOC) as they access and engage in behavioral health services provided through telehealth during this time of the COVID-19 and racism pandemics (Cheng & Conca-Cheng, 2020). Within the context of the growing prevalence of racial discrimination among BIPOC communities and its consistent relationship with Racial/Ethnic Stress and Trauma; this presentation will highlight existing trauma-focused, evidence-based, and community-centered practices that can be tele-adapted to help BIPOC clients heal in their racial/ethnic trauma. Finally, strategies for effective assessment and intervention of racial/ethnic trauma using video, audio/phone, app-based, and internet platforms will be discussed.

Learning Objectives:

After attending this presentation, participants will be able to:

1. Define racial trauma within the context of behavioral health assessment and intervention of BIPOC clients.
2. Identify and describe at least two ways of addressing telehealth inequities and the digital divide when working with BIPOC clients.
3. Illustrate at least two methods of culturally-adapting trauma-focused interventions using telehealth platforms when working with BIPOC clients who present with racial/ethnic trauma.

Instructor: Ritchie Rubio, PhD, Clinical Psychologist

Biography: Dr. Rubio has worked as a clinical child psychologist, play and expressive arts therapist, researcher-storyteller, program evaluator, statistical consultant, data analyst, telehealth trainer/consultant, and associate professor/lecturer in a variety of clinical and academic settings including public health systems, universities, pediatric hospitals, community mental health settings, schools, and research institutes in three countries: the Philippines, U.S.A., and New Zealand. He moved from the Philippines at the age of 25, completed his Ph.D. in Clinical Psychology with a Child and Family emphasis from the California School of Professional Psychology (CSPP) through a Ford Foundation International Fellowship Program (IFP) grant. He is currently the Director of Practice Improvement and Analytics of the Children, Youth, and Families System of Care (CYF-SOC) Behavioral Health Services (BHS) at the San Francisco Department of Public Health in California, USA. In that role, he plans and coordinates a clinical practice improvement and evaluation program focused on identifying best trauma-informed and diversity-responsive practices; and utilizing implementation science to design and strengthen clinical assessment and interventions. He is also an adjunct Associate Professor at the Counseling Psychology programs of the University of San Francisco and the Berkeley Wright Institute. He teaches courses such as Research and Statistics; Crisis and Trauma Counseling; Neuroscience; Child and Adolescent Counseling; Family Violence and Protection; Individual, and Family Development; and Clinical Assessment and Measures. His clinical work was/is primarily with immigrant and multicultural children/youth and their families. He mostly integrates psychodynamic, attachment, family systems, multicultural, expressive arts, play therapy, and CBT orientations.

Description: Telehealth has introduced a wide array of novel boundary and dual relationship issues in behavioral health. Traditional approaches to these issues must be expanded to address ethical challenges in the digital age. How should I manage clients who search online and find personal information about me on the internet? Is it ethical for me to search online for information about my clients without their knowledge or consent? Is it ever appropriate to be online social networking "friends" with a client or former client? Can I provide telehealth services to a former Facebook friend? What risks are associated with "after hours" online and digital communications with clients? Dr. Frederic Reamer will explore these and other boundary and dual relationship issues in telehealth. He will explore the implications of prevailing ethics standards and discuss ways to protect clients and help prevent ethics-related lawsuits and licensing board complaints.

  • Apply relevant ethics, regulatory, and practice standards to manage boundary and dual relationship challenges

Instructor: Frederic G. Reamer, Ph.D.

Biography: Frederic Reamer is professor in the graduate program, School of Social Work, Rhode Island College, where he has been on the faculty since 1983. His teaching and research focus on professional ethics, criminal justice, mental health, health care, and public policy. Dr. Reamer received his Ph.D. from the University of Chicago and has served as a social worker in correctional and mental health settings. He chaired the national task force that wrote the Code of Ethics adopted by the National Association of Social Workers in 1996 and served on the code revision task force. Dr. Reamer also chaired the national task force sponsored by the National Association of Social Workers, Association of Social Work Boards, Council on Social Work Education, and Clinical Social Work Association that developed technology standards for the profession. Dr. Reamer has lectured nationally and internationally on social work and professional ethics, including in India, China, Singapore, South Korea, Japan, Taiwan, and in various European nations. His books include Social Work Values and Ethics; Risk Management in Social Work; The Social Work Ethics Casebook; Ethical Standards in Social Work; Boundary Issues and Dual Relationships in the Human Services; Ethics and Risk Management in Online and Distance Behavioral Health; Moral Distress and Injury in Human Services; and The Social Work Ethics Audit, among others. Dr. Reamer has served as an expert witness in many court and licensing board cases throughout the United States.
