How a Psychologist in Missouri Can Serve as a Clinical Supervisor
Navigating Missouri clinical supervisor requirements can be confusing—especially around eligibility, weekly supervision expectations, and Missouri LP supervision CE. ✅ Supervisor Eligibility Requirements
Who may serve as the (primary) supervisor (§337.025(5)–(6))
A licensed psychologist (LP).
If the supervisee is seeking Health Service Provider (HSP) certification (clinical/psychotherapy): the primary must be an LP who is an HSP or an LP who otherwise meets HSP requirements.
If the supervisee is not seeking HSP certification: supervision may be by an LP or another qualified mental health professional approved by the committee.
Supervisory duties & delegations (implications in practice)
The primary maintains a continuing relationship and retains overall order, control, and full professional responsibility. (§337.025(6))
The primary may delegate clinical supervision to qualified psychologists; for delegated work, secondary supervisors assume order, control, and full professional responsibility. (§337.025(6))
Face-to-face, individual supervision minimums (§337.025(6))
Primary (when not also the clinical supervisor): 1+ hour/month.
If the primary is also the clinical supervisor: 1+ hour/week.
Secondary (clinical) supervisors: 1+ hour/week.
Group supervision does not count.
The primary certifies compliance and ethical/competent practice; a change in primary does not invalidate hours.
Required Conditions While Supervising
Primary supervisor qualifications (rule): the primary must be licensed for at least 1 year before supervision starts and be a Health Service Provider (HSP) or otherwise meet HSP requirements. (20 CSR 2235-2.040(1)(E)1)
Supervisor caseload cap: no more than 4 supervisees per supervisor at one time without committee approval. (20 CSR 2235-2.040(1)(E)5)
Same setting & on-site coverage: supervision occurs only when the supervisor and trainee are employed by or affiliated with the same professional setting, and at least one supervisor (primary or designated secondary) is on-site ≥ 15 hours/week. (20 CSR 2235-2.040(1)(C)(1)(E)(II))
Direct client contact: the supervised program must include ≥ 10 hours/week of direct client contact. (20 CSR 2235-2.040(1)(C)(1)(E)(I))
Organized training elements: provide ≥ 5 hours/week of structured professional learning (e.g., grand rounds, case conferences, seminars/workshops, peer supervision), covering at least three listed activity types during the SPE period. (20 CSR 2235-2.040(1)(C)(1)(E)(V))
Cosign & attest: trainee work products must be reviewed/approved and cosigned by the appropriate supervisor, and the supervisor must attest to compliance on committee forms. (20 CSR 2235-2.040(1)(F)3)
No relatives: no supervisor (primary or secondary) may be a relative of the trainee. (20 CSR 2235-2.040(1)(E)(3))
🔁 Ongoing / Renewal CE Requirements
Missouri has no additional CE mandate for supervisors. These are the general CE requirements that apply to every LP:
Total hours: 40 CE hours every 2 years.
Cycle dates: Dec 1 (odd-numbered year) → Nov 30 (next odd-numbered year).
Category mix: At least 15 hours Category A (formal/approved); the remaining up to 25 hours may be Category A or B (Category B: individual study or informal activities). (20 CSR 2235-7.030)
Ethics: 3 hours (Category A or B).
Carryover: Up to 15 excess Category A hours may carry over to the next cycle.
Online CE: APA-approved online courses count as Category A; there is no separate cap on online Category A hours.
Self-study cap: Category B “individual self-study” (true read-on-your-own) is capped at 10 hours per cycle.
Recordkeeping: Keep CE documentation at least 4 years after the cycle ends (20 CSR 2235-7.020). Additionally, 20 CSR 2235-7.040 requires maintaining records for 5 years following submission of the reporting form—so, to be safe, retain CE records for 5 years.
Attestation/audit: You attest CE at renewal; the board may audit and request proof.
Pro-rata for new licensees: If first licensed mid-cycle, CE may be reduced pro-rata.
Not accepted as CE: Providing supervision or case conference does not count.

⚠️ Pitfalls to avoid
Assuming group supervision counts. It does not for SPE—Missouri requires individual, face-to-face supervision at the specified minimums (weekly if the primary is also the clinical supervisor).
Missing the HSP alignment. When the supervisee seeks HSP, the primary must be an HSP (or otherwise meet HSP requirements). Using an ineligible primary risks hours not counting.
Different settings. SPE must occur where the supervisor and trainee are employed by or affiliated with the same professional setting, with on-site coverage by at least one supervisor (≥ 15 hours/week). Off-site arrangements can invalidate hours.
Documentation gaps. Missouri requires work products to be reviewed/approved and cosigned by the appropriate supervisor; missing cosignatures or supervisor attestations can derail applications.
“Registered supervisee” misconceptions. Missouri does not use a separate “registered supervisee” status for postdoc SPE. However, provisional licensees must file a post-degree supervision plan naming the supervisor(s), and the committee may not accept hours accrued before the supervisor’s identity is disclosed by a timely filed plan.
