How to Become a Clinical Supervisor in Arkansas as a Psychologist

How to Become a Clinical Supervisor in Arkansas as a Psychologist

Serving as a clinical supervisor is a significant professional responsibility for licensed psychologists in Arkansas. Supervisors play a critical role in shaping the professional and ethical development of provisionally licensed psychologists who provide psychotherapy under supervision on their path to full licensure.

This article explains the Arkansas clinical supervisor requirements for psychologists, continuing education expectations for license renewal, common pitfalls to avoid, and how the Telehealth Certification Institute (TCI) helps you strengthen your supervision competency.

✅ Supervisor Eligibility Requirements (Arkansas Psychology Board)

To qualify as a clinical supervisor for provisional licensure applicants working toward becoming a Clinical Psychologist, you must meet the specific licensure, training, ethical, and accountability standards outlined in Sections 6.2.G and 6.3.C of the Arkansas Psychology Board Rules (2024).

Eligibility Requirements:

  • Hold an active license or certification to practice psychology in Arkansas.
Supervisors must be fully licensed psychologists (not provisional licensees) authorized to independently practice psychology.

  • Abide by ethical principles and state statutes.
Supervisors must know and adhere to ethical codes and legal standards that govern both the general practice of psychology and the practice of supervision.

  • Demonstrate competence in all supervised areas.
Supervisors must have “adequate training, knowledge, and skill to render competently any psychological service that their supervisee undertakes.”
You may not allow a supervisee to engage in any psychological service (e.g., psychotherapy, assessment, consultation) that you cannot perform competently yourself.

  • Ensure client safety and training adequacy.
Supervisors have a duty to interrupt or terminate a supervisee’s activities if necessary to ensure proper training and protect the public.

  • Complete formal supervision training or coursework.
You must complete documented training and/or coursework in supervision and have three current professional recommendations verifying your readiness to supervise.

  • Maintain accessibility and accountability.
Supervisors must be clinically and professionally responsible for the work of their supervisees and must be accessible at any point during the supervisory relationship.

  • Separate supervision from consultation.
Supervision involves full professional accountability for the supervisee’s work, while consultation does not. Supervisors cannot act merely as consultants—they are responsible for clinical outcomes and ethics.

  • Control public communication and representation.
All professional announcements, reports, and communications must be issued in the name of the supervising psychologist. The supervisee’s title must clearly indicate their provisional licensure status.

  • Maintain transparency with clients.
Clients must be informed of the supervisee’s provisional status, qualifications, and role. Clients must also be told they may meet directly with the supervising psychologist upon request.

  • Oversee financial responsibility.
The setting and collection of fees are the sole responsibility of the supervising psychologist or employing agency—not the supervisee.

  • Countersign all written reports.
All professional reports and written communications produced by a provisionally licensed psychologist must be countersigned by the supervising psychologist.

  • Provide consistent, documented supervision.
Supervisors must maintain an ongoing record detailing:

    • Types of activities performed by the supervisee
    • The supervisee’s competence level in each area
    • The type and outcome of all procedures

Supervision Report Forms are mandatory and must be submitted quarterly to the Board while the supervisee practices under supervision.

  • Submit supervision reports for Board review.
At least one supervision report must be filed before the supervisee sits for the licensure examination. The Board will review these reports and provide feedback to ensure compliance with all supervision rules.

🔁 Ongoing and Renewal CE Requirements for Supervisors

While Arkansas requires psychologists who provide supervision to complete training and/or coursework in supervision (per Section 6.2(G)), it does not require continuing education (CE) hours to become an approved clinical supervisor.

Supervisors must, however, maintain their psychologist license in good standing and meet the Board’s annual CE requirements for license renewal, as described in Section 9.1 – License Holders of the Arkansas Psychology Board Rules.

CE Requirements:

  • Complete at least 20 hours of CE each year between July 1 and June 30 each year to qualify for license renewal.
  • Include 3 hours of ethics CE within the 20-hour requirement.
  • Distribute CE activities among Board-approved formats, such as APA-approved training, programs by national or state professional organizations (e.g., AMA, NASW, ACA), in-service trainings with psychological content, or formal academic coursework.
  • Attest to completion of CE on the annual license renewal form.
  • Retain CE documentation for 3 years and provide proof to the Board upon request.

🔴 Important CE Format Requirement
Under Section 9.1.A of the Arkansas Psychology Board Rules:

CE hours shall not be obtained exclusively by home study or online means.

Arkansas psychologists must distribute CE activities among Board-accepted formats (such as APA-approved programs, recognized professional organizations, in-service trainings, academic coursework, presentations, publications, etc.). Licensees may complete online or home-study CE, but they may not obtain all 20 required hours solely through those formats.

⚠️ Pitfalls to Avoid as a Supervisor in Arkansas

Even skilled supervisors can encounter compliance issues. Avoid these common pitfalls:

  • Supervision plan not approved before services begin.
Provisionally licensed psychologists must have an approved supervision plan before seeing clients.

  • Failure to submit quarterly supervision reports.
Reports are mandatory and jointly submitted by supervisor and supervisee.

  • Insufficient documentation.
Supervisors must maintain detailed records of all supervision sessions and activities.

  • Unavailable supervisor.
Supervisors must remain accessible and responsive throughout the relationship.

  • Supervising outside your scope.
You may supervise only services you are competent to perform.
