How to Become an Approved Clinical Supervisor in Texas (LCSW Guide)

🧑⚖️ Supervisor Eligibility Requirements
To qualify as a Council-approved supervisor in Texas, you must meet the requirements outlined by the Texas Behavioral Health Executive Council (BHEC) in 22 TAC §781.402 and §781.404:
✅ You must:
Hold an active Texas license in good standing as an LCSW, LMSW, LBSW, or LBSW/LMSW with Advanced Practitioner status (LMSW-AP)
Have practiced at your category of licensure for at least two years
Only supervise within your own area of clinical competence
Submit a Council-approved supervisor application and pay the required fee
Complete a 40-hour supervisor training program conducted over a period not to exceed 90 consecutive days.
The training must be taught by a licensed social worker who holds Council-approved supervisor status.
Curriculum must include:
3 hours on supervision models and definitions
3 hours on supervisory relationships and social worker development
12 hours on supervision methods and techniques, including roles, focus (process, conceptualization, and personalization), group supervision, multicultural supervision (race, ethnic, and gender issues), and evaluation methods
12 hours on supervision and standards of practice, codes of ethics, and legal and professional issues
3 hours on executive and administrative tasks, including supervision plans, contracts, scheduling, documentation, and reporting
Additional content on ethics, risk management, and cultural awareness
🧾 Additional Supervision Requirements (per §781.404(b)(8)–(10))
Once you become a Council-approved supervisor, you must comply with the following ongoing requirements:
📋 Documentation & Boundaries
Maintain legible, complete, and signed supervision notes, documenting the content, duration, and date of each session.
Supervision may not occur if the supervisee is practicing outside their license scope.
Supervisors must not:
Be employed by or supervised by the supervisee
Be related to the supervisee (no family relationships)
Charge supervisees if they are already compensated for supervisory duties by an agency
🧠 Supervision Toward Licensure or Specialty Recognition
Supervision may be provided individually or in groups (2–6 members), and can occur in person or remotely, if compliant with HIPAA and other applicable laws.
Supervision must:
Cover a minimum of 3,000 hours over no fewer than 24 months
Include at least 100 hours of supervision
Be proportionate to hours worked (no more than 10 supervision hours per 30-day period)
The supervision plan must outline format, frequency, and how it meets professional development needs while preserving confidentiality.
⚖️ Council-Ordered Supervision (Disciplinary or Conditional Licensure)
Supervisors providing Council-ordered supervision must:
Understand and follow the Council’s disciplinary order
Submit reports as required, detailing the supervisee’s compliance and recommending continuation or discontinuation of licensure
Notify the Council immediately of any supervision changes or disruptions
All plans and documentation must be submitted within 30 days of initiating supervision or any location/practice change.

🔁 Ongoing/Renewal CE Requirements
To maintain your status as a Council-approved supervisor in Texas, you must meet a specific CE requirement during each biennial license renewal. Supervisors are required to complete:
6 hours of continuing education in supervision every renewal cycle (2 years)
These hours count toward the total 30 CE hours required for license renewal. The supervision CE must be relevant to supervision practice, and all CE must comply with the Board’s standards for recognized providers.
