🧑‍⚖️ Independent Clinical Supervisor (ICS) Eligibility Requirements

Under Wisconsin Administrative Code SPS 161.05 and as reflected in DSPS Form 2744 (Independent Clinical Supervisor Application), to qualify for the Independent Clinical Supervisor credential, you must meet all of the following:

You must hold either:

You must provide evidence of:

  • At least one year of clinical supervisory experience within the last 5 years

  • Serving in the credentialed role of Supervisor-in-Training or Intermediate Clinical Supervisor

  • Supervising individuals credentialed under:

    • Wis. Stat. § 440.88 (Substance Abuse Counselors, Clinical Supervisors, Prevention Specialists), OR

    • Wis. Stat. § 457.08(4) (Clinical Social Workers), OR

    • Wis. Stat. §§ 457.10–457.14 (MFTs and Professional Counselors, including training or temporary license holders)

3️⃣ Supervision Education or Credential Requirement (SPS 161.05(5))

You must meet one of the following:

  • Hold an active Intermediate Clinical Supervisor credential

  • OR

  • Complete 30 hours of education in clinical supervision, including at least 6 hours in each of the following domains:

    • Assessment and evaluation

    • Counselor development

    • Management and administration

    • Professional responsibility

    • OR

  • Hold an American Association for Marriage and Family Therapy (AAMFT) Supervisor certification

4️⃣ Pass the NCSE Examination

You must pass the National Clinical Supervisor Examination (NCSE) administered by NAADAC.

🔎 Important Clarification About LCSW Licensure Supervision

Wisconsin has multiple supervision pathways.

The Independent Clinical Supervisor (ICS) credential described above is governed by SPS 161 and applies in certain supervisory contexts under DSPS.

However, supervision of individuals seeking LCSW licensure under Wis. Stat. § 457.08(4)(c) follows separate statutory criteria. Under that statute, supervision may be provided by:

  • An LCSW with a doctorate degree,

  • An LCSW with five years of full-time clinical social work experience,

  • A licensed psychiatrist or psychologist,

  • Or another individual approved by the Social Worker Section.

In those cases, obtaining the Independent Clinical Supervisor credential may not be required.

Clinicians should confirm which supervisory designation applies to their specific professional context.


🔄 Ongoing/Renewal CE Requirements

Once approved, your credential must be renewed every two years, and you must complete:

  • 4 hours of continuing education (CE) in clinical supervision for each renewal cycle.
