For Licensed Independent Clinical Social Workers (LICSWs) in Massachusetts, providing clinical supervision is a meaningful way to support the next generation of professionals. If you are currently an LCSW working toward LICSW licensure, it is important to understand that only LICSWs are permitted to supervise under Massachusetts regulations. This guide explains exactly who can provide supervision in Massachusetts, how LICSWs qualify, what CE requirements apply to both LICSWs and LCSWs, and how to stay compliant over the long term.


✅ Supervisor Eligibility Requirements


🔑 Only LICSWs May Provide Clinical Supervision

Unlike other mental health professions in Massachusetts (such as LMHCs), Licensed Independent Clinical Social Workers (LICSWs) are automatically authorized to provide clinical supervision once licensed or licensure-eligible. No special supervisor registration is required.

According to 258 CMR 12, only LICSWs or those with equivalent out-of-state licenses may supervise:

“An individual who holds a license as a Licensed Independent Clinical Social Worker (LICSW) issued by the Board may … provide clinical or non-clinical supervision to individual social workers or groups of social workers.”

Importantly:

  • LCSWs are explicitly prohibited from providing clinical supervision—even to other LCSWs working toward LICSW licensure.
  • Out-of-state supervisors must hold credentials the Board deems equivalent to LICSW-level practice.

🎓Initial Supervision Training or CE Requirements

Massachusetts does not require any specific supervision training or CE hours before beginning to supervise. However, the Board expects supervisors to be competent and ethical in their role.

While not required by the Board, formal training in supervision best practices is highly recommended. It can help you:

  • Avoid ethical missteps
  • Apply evidence-based supervision models
  • Strengthen outcomes for both supervisees and clients

🔁 Ongoing and Renewal CE Requirements

To maintain LICSW licensure in Massachusetts, clinicians must complete 30 CE credit hours every two years. These 30 hours must include:

  • 2 CE hours in anti-racism, with a focus on oppression
  • 1 CE hour in anti-discrimination, addressing oppression related to ethnicity, national origin, color, sex, sexual orientation, gender identity or expression, age, marital status, political belief, religion, immigration status, and/or mental or physical ability

These three hours are included within—not added on to—the required 30 CE hours.

In addition, under 258 CMR 31.04, CE activities must contribute to professional competence and relate to areas such as clinical practice, ethics, law, cultural competence, professional standards, or other topics directly relevant to social work practice. CE may be earned through workshops, online courses, conferences, or other programs approved by recognized entities.

For LCSWs, the Board requires 20 CE credit hours every two years, which must also include the same required 2 hours of anti-racism and 1 hour of anti-discrimination content as part of the 20-hour total. While completing these CE requirements is essential for maintaining LCSW licensure, they do not authorize LCSWs to provide clinical supervision; only LICSWs may supervise under Massachusetts law.
