Serving as a clinical supervisor is a significant professional milestone for licensed psychologists in Florida. Supervisors play a vital role in preparing psychology residents and post-doctoral fellows for independent practice—ensuring ethical, competent, and evidence-based care aligned with Florida law.

✅ Supervisor Eligibility Requirements — Florida Psychologists

To qualify as a supervisor for a psychology resident or post-doctoral fellow in Florida, you must meet the following requirements:

Hold one of these credentials:

  • A Florida psychologist license in good standing with the Board; or

  • A PSYPACT E-Passport pursuant to the Psychology Interjurisdictional Compact under § 490.0075, F.S.; or

  • Be a telehealth provider registered in Florida under § 456.47, F.S.; or

  • Be a doctoral-level psychologist licensed in good standing in another U.S. state, territory, or in Canada who is providing supervision for licensure in that same jurisdiction.

Federal employment exception:

If the supervisee is serving full-time in the U.S. Armed Services, Veterans Administration, or Federal Bureau of Prisons, the supervisor may be a doctoral-level psychologist licensed in any U.S. state or territory, regardless of where supervision occurs.

Location and practice limits:

  • A supervisor may oversee a resident or fellow working off the supervisor’s premises, but must be licensed in the state or territory where the services are provided.

  • The resident or fellow may not independently engage in private practice unless another licensed psychologist is on-site actively providing psychological services.

Remote supervision:

  • Remote (video-based) supervision is permitted if it complies with Florida law and is conducted through HIPAA-compliant technology.

  • If the supervisor practices under PSYPACT or as a registered telehealth provider, a Florida-licensed psychologist must be immediately accessible to the supervisee in case of emergency.

🔄 Ongoing / Renewal CE Requirements

Florida does not require any supervision-specific continuing education (CE) hours for psychologists who are supervisors.

However, under Rule 64B19-13.003, F.A.C. – Continuing Psychological Education Requirements, all licensed psychologists must complete CE for license renewal to maintain competence and ethical standards.

“As a condition of biennial licensure renewal, each licensee must complete forty (40) hours of continuing psychological education. At least three (3) of the forty (40) hours must be on professional ethics and Florida Statutes and rules affecting the practice of psychology. Of those three hours, at least one (1) shall be on professional ethics, and at least one (1) shall be on Florida laws and rules relevant to the practice of psychology and shall include Chapters 456 and 490, F.S., and rule Title 64B19, F.A.C. Two (2) of the forty (40) hours must relate to the prevention of medical errors.”

Additionally, every six years (every third biennium), licensees must complete 2 hours on domestic violence under § 741.28, F.S. [Rule 64B19-13.003(5)].

Note: The Telehealth Certification Institute (TCI) does not offer courses on Florida laws and rules required for license renewal.

While Florida does not mandate supervision-specific CE hours for psychologists to maintain supervisor status, completing advanced supervision training or refresher CE courses supports continued adherence to ethical, legal, and professional standards in supervisory practice.

⚠️ Pitfalls to Avoid as a Supervisor in Florida

Even qualified psychologists can encounter issues that invalidate supervision hours. Pitfalls include:

  • Supervisees failing to use the required title “psychology resident” or “post-doctoral fellow” in all professional communications and documentation.

  • Missing or incomplete supervision documentation, including unsigned reports or summaries lacking the supervisor’s co-signature.

  • Remote supervision conducted under PSYPACT or telehealth without a Florida-licensed psychologist immediately accessible in case of emergency.

  • Supervision provided by an individual who does not meet the eligibility criteria outlined in Rule 64B19-11.005, F.A.C.

Careful adherence to documentation, titles, and supervision standards ensures supervisee hours are accepted toward licensure.
