How to Serve as a Clinical Supervisor in North Carolina as a Licensed Psychologist

Serving as a clinical supervisor in North Carolina is a rewarding step for licensed psychologists who want to mentor the next generation of mental health professionals. In this article, we explain the North Carolina clinical supervisor requirements – including who qualifies, how to serve as a supervisor in North Carolina, ongoing North Carolina LP supervision CE obligations, pitfalls to avoid, and how the Telehealth Certification Institute (TCI) can help you meet training needs.

✅ Supervisor Eligibility Requirements in North Carolina

Under 21 NCAC 54 .2001, the following individuals may serve as supervisors:

  • A licensed psychologist who has been issued a permanent license by the North Carolina Psychology Board.

  • A person employed in a psychology position with the State of North Carolina as of December 31, 1979, provided that supervision was part of the job duties at that time and remains limited to duties within the State agency.

  • A doctoral-level licensed psychologist who is licensed in the jurisdiction where the supervisee is practicing psychology.

  • A Licensed Psychological Associate (LPA) who meets the requirements in Rule .2008 and is certified as a Health Services Provider Psychological Associate (HSP-PA).

Required Supervision Training

A licensee who supervises an applicant for licensure, a licensed psychological associate, or a provisionally licensed psychologist must complete a three-hour supervision training session that:

  • Addresses how to supervise in accordance with Board supervision rules

  • Is sponsored or co-sponsored by a Category A continuing education sponsor approved by the North Carolina Psychology Board

  • Is presented by individuals assigned by the Board

  • If completed online, the training must include a post-training examination.

This training is generally required one time unless the Board determines that additional training is necessary due to failure to comply with supervision requirements.

Board Authority to Disapprove a Supervisor

Per 21 NCAC 54 .2001(b), the North Carolina Psychology Board may disapprove an otherwise qualified supervisor if there is:

  • Evidence that the supervisor is not competent or qualified to supervise the supervisee.

  • Evidence that the supervisor has failed to adhere to legal or ethical standards.

  • Evidence of a lack of similarity between the supervisor’s training, experience, and area of practice and the supervisee’s proposed area of practice.

  • Evidence that the supervisor’s license has been subject to disciplinary or remedial action by the Board or another occupational licensing board.

  • Documentation that the supervisor has not completed the required supervision training described in Rule .2001(c) within the required timeframe.

🔄 Ongoing / Renewal Continuing Education Requirements

There are no additional CE requirements specifically for supervisors in North Carolina. However, all licensed psychologists, including those serving as supervisors, must meet the general CE requirements outlined in 21 NCAC 54 .2104:

  • 24 CE hours required every biennial renewal cycle (October 1 of even-numbered year to November 30 of the next even-numbered year).

  • 15+ hours must be from Category A sponsors (NCPB, APA or approved sponsors, NASP or approved sponsors, NCPA, or NCAHEC).

  • 3+ of the 15 Category A hours must be in ethics. The word "ethics" must appear in the course title to be credited.

  • The remaining 9 hours may be Category A or Category B.

  • Acceptable formats: in-person, online, correspondence, and presenting at approved programs.

  • Qualifying content includes assessment or treatment, research, legal issues, ethics, best practices, supervision training, etc.

  • Documentation must include sponsor name, hours, title, date, and approval status.

  • CE hours cannot carry over to the next renewal cycle.

⚠️ Pitfalls to Avoid

  • Supervisees not registered: Supervision hours may not count if the Board does not have a valid supervision contract on file.

  • Improper documentation: Missing supervision records or failure to submit required reports can disqualify hours.

  • Unqualified supervisors: Supervisors who do not meet eligibility requirements at the time of supervision may cause supervisee hours to be invalidated.
