Standards for Clinical Supervisors in Pennsylvania (LCSW Guide)

If you're an LCSW in Pennsylvania, this guide outlines the standards and qualifications required to serve as a clinical supervisor. It covers the Pennsylvania supervision requirements, CE renewal rules, and supervisor responsibilities—based directly on the Pennsylvania Code.


✅ Supervisor Eligibility & Standards (Pennsylvania Code §§ 47.1a and 47.12d)

To qualify and serve as a clinical supervisor in Pennsylvania, an individual must meet one of the following current criteria:

  • Hold a license as a Clinical Social Worker (LCSW) and have five years of experience within the last ten years practicing as a clinical social worker; or

  • Hold a professional license and a master’s or doctoral degree in a related field, with five years of experience within the last ten years in that field.

In addition, supervisors must comply with the professional standards outlined in § 47.12d, which specify that supervisors:

  • Must be qualified by training and experience to supervise in the same practice area as the supervisee.

  • Cannot be related to the supervisee by blood or marriage, engage in dual relationships, or provide therapy to the supervisee.

  • Must hold an active, unrestricted license—any suspension or revocation disqualifies the individual from supervision.

  • Are responsible for ensuring the supervisee’s activities comply with § 47.12c(b) of the Pennsylvania Code (regarding supervised clinical experience).

  • Must be accessible for consultation and have authority to interrupt or terminate client services if necessary.

  • Must ensure client transparency and written consent for supervision discussions.

  • Are required to set supervision objectives, review ethics and practice issues, and provide quarterly written evaluations of progress.

  • Must discuss the supervisee’s level of work during supervisory meetings—for example, the supervisee’s areas of competence and areas needing improvement.

  • Must observe or review client sessions, maintain supervision records, and supply documentation to the Board upon request.

  • Should encourage multidisciplinary collaboration and professional development.

🔄 Ongoing / Renewal CE Requirements

In Pennsylvania, there are no supervision-specific continuing education (CE) requirements to maintain status as a clinical supervisor. The only CE requirements are those needed to renew your LCSW license.

Licensed Clinical Social Workers (LCSWs) must complete 30 clock hours of continuing education during each two-year renewal cycle, pursuant to 49 Pa. Code § 48.32.

Within those 30 hours:

  • At least 3 hours must address professional ethics, and

  • At least 2 hours must cover child abuse recognition and reporting, completed through a Board-approved provider (pursuant to § 48.58, as required by Act 31 of 2014).

  • At least 1 hour must address suicide prevention (Act 74 of 2016).

  • No more than 20 clock hours may be obtained through home study

These hours may include supervision-related content, but no additional CE is required specifically for supervisors.

⚠️ Pitfalls to avoid

Avoid these mistakes that may jeopardize your supervisees’ licensure process:

  • Improper Documentation
    Supervisors are responsible for maintaining accurate and complete supervision records. Missing logs, vague notes, or unsigned documents can delay or invalidate a supervisee’s license application.

  • Supervisor Not Meeting Eligibility
    Only individuals who meet the state’s eligibility requirements under § 47.1a—including the appropriate license and required years of experience—may supervise. Supervising without meeting these standards may result in hours being disqualified.

  • Performing Activities/Services Not Approved by the Supervisor
    Supervisors are empowered to recommend the interruption or termination of a supervisee’s client activities. Any hours accumulated for activities not approved by the supervisor will not count toward satisfying the 3,000 hours of supervised experience.
