California Licensed Professional Clinical Counselor Renewal Information

In California, Licensed Professional Clinical Counselors (LPCCs) are required to renew their licenses every two years, under the oversight of the California Board of Behavioral Sciences.

As part of the renewal process, LPCCs must complete 36 hours of approved continuing education (CE) relevant to the field of professional clinical counseling within each two-year period leading up to the license expiration date.

The continuing education includes several specific requirements. LPCCs must complete a one-time requirement of 6 CE hours in suicide risk assessment and intervention before their first renewal. Additionally, another one-time requirement before the first renewal involves completing 3 CE hours of training in the provision of mental health services via telehealth, including important legal and ethical considerations. LPCCs are also required to undertake a one-time requirement 7 CE hours course on the assessment and treatment of HIV/AIDS during their first renewal period after the regulations take effect.

Furthermore, every renewal period requires LPCCs to complete at least 6 CE hours in law and ethics, with 3 of those hours specifically focusing on California law and ethics.

DEFINITIONS. (c) A “renewal period” means the two-year period that spans from the first day after the license’s prior expiration date to the current license expiration date.

CONTINUING EDUCATION (a) (1) Except as provided in subdivision (c), the board shall not renew any license pursuant to this chapter unless the applicant certifies to the board, on a form prescribed by the board, that the applicant has completed not less than 36 hours of approved continuing education in or relevant to the field of professional clinical counseling in the preceding two years, as determined by the board.

Specific Continuing Education Requirements:

  1. Suicide Risk Assessment and Intervention:

REQUIRED COURSEWORK OR SUPERVISED EXPERIENCE: SUICIDE RISK ASSESSMENT AND INTERVENTION (b) As a one-time requirement, a licensee prior to the time of their first renewal after January 1, 2021, or an applicant for reactivation or reinstatement to an active license status on or after January 1, 2021, shall have completed a minimum of six hours of coursework or applied experience under supervision in suicide risk assessment and intervention, using one of the methods specified in subdivision (a).
  2. Telehealth:

REQUIRED TRAINING OR COURSEWORK: PROVISION OF MENTAL HEALTH SERVICES VIA TELEHEALTH (b) As a one-time requirement, a licensee before the time of their first renewal after July 1, 2023, or an applicant for reactivation or reinstatement to an active license status on or after July 1, 2023, shall have completed a minimum of three hours of training or coursework in the provision of mental health services via telehealth, which shall include law and ethics related to telehealth, using one of the methods specified in subdivision (a).
  3. Assessment and Treatment of People with HIV/AIDS:
    • Hours Required: 7 CE (one time-requirement on first renewal)

CONTINUING EDUCATION COURSE REQUIREMENTS AND CREDIT FOR SPECIFIED ACTIVITIES. (b) A marriage and family therapist, clinical social worker, and professional clinical counselor licensee shall take a continuing education course in the characteristics and methods of assessment and treatment of people living with human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS) during their first renewal period after the effective date of these regulations. The course shall be at least seven (7) hours in length and its content shall comply with the requirements of section 32 of the Code. This is a one-time requirement for all licensees.
  4. Law and Ethics:
    • Hours Required: 6 CE (of which 3 must be California Law and Ethics)

(c) Any person renewing a license shall complete a minimum of six (6) hours of continuing education in the subject of law and ethics for each renewal period. The six (6) hours shall be considered part of the thirty-six (36) hour continuing education requirement. CHAPTER 16 LICENSED PROFESSIONAL CLINICAL COUNSELORS. ARTICLE 3. LICENSURE § 4999.55. CALIFORNIA LAW AND ETHICS: EXAMINATION AND CONTINUING EDUCATION (e) A registrant shall complete a minimum of three hours of continuing education in the subject of California law and ethics during each renewal period in order to be eligible to renew their registration, regardless of whether or not they have passed the California law and ethics examination.

NBCC CE hours are accepted by the California Board of Behavioral Sciences.
